30.11.2018. Changes and additions to Regulations.

1. Closing Registration 23:59 December 14.
Announced Start of Tournament is December 15. It's Saturday.
So to minimize chances of missing the very first weekend registration will be closed at midnight from Friday (Dec.14) to Saturday (Dec.15). Some time will be spent to form baskets based on rating (most left). And during few hours there will be draw.
So groups will be ready to play to the morning Saturday, Dec.15.

2. Tournament rating.
Tournament rating started to work, so the first idea (Nov.30) was that baskets will be based on it.
But to the time this translation finished this idea is already canceled as a result of discussion. Baskets will be based on Regular overall rating. This will be fixed back in final russian version of Regulations later.

3. Fixed schedule of Group stage.
Added To the Section II.
Schedule shows the basic order games should be played in groups (who vs who) with deadlines.

4. Section III modified.
As there was no english translation of Sections III and IV details skipped here - just read the Regulations.
Now it's complete in english.

5. Rebuilding Library.
Section I. p.11 If at least one of opponent plays Tower - one more mark should be picked - Rebuild Library.

6. Additional criterias in case players have equal number of points in one group.
The result of game(s) between players added after Berger coefficient.
