Ah sorry for the misplacement of the word.
To move the wheel click around the minimize button in the right upper corner, hold the button and move.
If you are playing on a laptop (1200x768 resolution) and the wheel window is larger than the monitor, go to "Town pane" and change the resolution to "1200x750". Then restart the app so the change can take effect.

New version of the application was reuploaded with fixed texts. Just download it again and it should be fine!
