You may have noticed it has an inverse relationship with Culture? So when Culture goes up, Weather goes down (don't ask me why).

Obviously, most issues which help the Environment also helps Weather.

Also, issue choices which are deemed to cause your people to stay indoors more, results in Weather going down. I'm still a bit unclear as to the deciding factors, here. I read that it's sort of like your nation deciding what the weather will be by choosing whether to go out in it (nice weather) or stay in from it (poor weather).
