Perm State University was opened as a branch of St. Petersburg University on the 14th of October in 1916. The idea of a higher education centre in the Urals was very much discussed at the turn if 20th century. This dynamically developing region needed its own research and educational centre. Perm fought for the right of having its own university for a very long time. Decisive role was played by a successful businessman Nikolai Meshkov. By the way, in the 1920s-1930s on the basis of the university there were setup the Perm Agricultural, Medical and Pedagogical Institutes.

Constantine Pokrovsky, a Professor of Astronomy, was the first rector of PSU and headed it from 1916 to 1918.

Our university stands on two streets named after people that played an important role in the history of PSU.

Alexander Genkel was born on the 20th of July in 1872. He was a botanist and a teacher and founded University Botanical Garden. Genkel is remembered as a brilliant lecturer, polyglot, erudite. He has wrote about 200 articles.

Alexander Bukirev was born on the 12th of September in 1903. He was a university rector twice, before and after World War II. Bukirev was a scientist worker in PSU and organized 2 scientific expeditions along Kama-river.
