"Bag of Gold" artifact generate gold when sit in the backpack of hero inventory. It does not need to be equipped. "Bag of gold" bonus gold is not seen in the gold income tab due to code issues.

How to see how much gold you receive ?
In the governance section it is stated how much bonus gold the selected hero generates.



You say that the slot under the bag of gold is not active? Can you show me a picture? Never seen such issue (or I dont understand the question).

The hero that will be assigned as Governor should be in the town gates.
When he is there open spell book and click the Governance ability (as shown on the picture above).

You will be asked if you want this hero to become a governor. You can accept (OK) or decline (Cancel). Remember that this choice is asked only if the hero is at the castle gates.
